While not ideal, one workaround is that you can skip the cutscene, accept the queue, and then abandon the quest. That way you can redo the quest and watch the cutscene. If the cutscene goes directly into the end of the quest, you can Decline the reward dialogue that pops up, and it'll put you back to just before you started the cutscene..
